I have replaced 3-4 fuel pressure regulators and 3-4 fuel pumps over the past 18 years of TJ (2) ownership and I bet wrong twice. especially since fuel pumps come with the fuel pressure regulator. It could conceivably be either the fuel pump or fuel pressure regulator but if you guess wrong, you'd have to drop the gas tank again so I STRONGLY recommend replacing them both. Cycling your ignition switch on-off-in 3-5 times to give the fuel pump extra time to get fuel up to the engine will shorten the time it takes to start the engine and save wear & tear on your starter. The long start time is how long it takes the fuel pump to get the fuel back up to the fuel rail and injectors.
